  為(wei)貫(guan)徹落(luo)實(shi)(shi)《國(guo)務院辦公廳關于印發(fa)強化(hua)危(wei)險(xian)(xian)廢(fei)物監管(guan)和利(li)用(yong)(yong)處置(zhi)能(neng)力改革實(shi)(shi)施(shi)方案的通知(zhi)》(國(guo)辦函(han)〔2021〕47號(hao))和《河北(bei)省(sheng)人民政(zheng)府(fu)辦公廳關于印發(fa)河北(bei)省(sheng)強化(hua)危(wei)險(xian)(xian)廢(fei)物監管(guan)和利(li)用(yong)(yong)處置(zhi)能(neng)力改革行(xing)動方案的通知(zhi)》(冀政(zheng)辦字〔2021〕83號(hao))精神,切(qie)實(shi)(shi)提(ti)升危(wei)險(xian)(xian)廢(fei)物監管(guan)和利(li)用(yong)(yong)處置(zhi)能(neng)力,有(you)效防控危(wei)險(xian)(xian)廢(fei)物環境與(yu)安全風險(xian)(xian),結合我(wo)市實(shi)(shi)際,制(zhi)定(ding)本落(luo)實(shi)(shi)方案。

  一、總體要求

  (一(yi))指(zhi)導(dao)思(si)想(xiang)(xiang)。以(yi)(yi)習近(jin)平新時(shi)代中(zhong)國特色社會(hui)主義思(si)想(xiang)(xiang)為(wei)指(zhi)導(dao),全(quan)(quan)(quan)面(mian)貫徹黨的(de)十九(jiu)大和(he)十九(jiu)屆二中(zhong)、三(san)中(zhong)、四(si)中(zhong)、五(wu)中(zhong)全(quan)(quan)(quan)會(hui)精(jing)(jing)神,深(shen)(shen)入落實(shi)習近(jin)平生(sheng)態(tai)文明思(si)想(xiang)(xiang),按照(zhao)黨中(zhong)央(yang)、國務院(yuan)決策部(bu)署和(he)全(quan)(quan)(quan)國生(sheng)態(tai)環境保護(hu)大會(hui)要(yao)求(qiu)及省委、省政(zheng)府(fu),市委、市政(zheng)府(fu)工作安排,堅持精(jing)(jing)準(zhun)治污(wu)、科(ke)學治污(wu)、依法治污(wu),以(yi)(yi)持續改(gai)善生(sheng)態(tai)環境質量(liang)為(wei)核心,以(yi)(yi)有效防控危險(xian)廢(fei)物(wu)環境與安全(quan)(quan)(quan)風險(xian)為(wei)目標,深(shen)(shen)化體(ti)制機制改(gai)革,全(quan)(quan)(quan)面(mian)提升危險(xian)廢(fei)物(wu)監管和(he)利用處置能力,切實(shi)維護(hu)人民(min)群眾身體(ti)健(jian)康和(he)生(sheng)態(tai)環境安全(quan)(quan)(quan)。

  (二)工作(zuo)原(yuan)則(ze)。

  堅持改革創(chuang)新,著力(li)激發(fa)活力(li)。全(quan)面(mian)深化改革,開拓工作思路,創(chuang)新方(fang)式方(fang)法,激發(fa)市(shi)場活力(li),鼓勵試點先行(xing),切實解決危險廢物監管和利用處置方(fang)面(mian)存在的突出問題。

  堅持(chi)依法治理,著力強化監(jian)管。落實危險(xian)廢(fei)物(wu)法律(lv)法規和標準規范,明確部門職責(ze)分(fen)工,建(jian)立完善部門聯動機制,健全(quan)危險(xian)廢(fei)物(wu)監(jian)管體系(xi),依法行政,嚴格執(zhi)法。

  堅持統籌(chou)安排,著力(li)補齊短板(ban)。科學評(ping)估、合(he)理(li)布局、優(you)化結構,分(fen)行業(ye)領域(yu)(yu)、分(fen)區域(yu)(yu)地域(yu)(yu)補齊醫療(liao)廢(fei)物、危險廢(fei)物收集處(chu)理(li)設(she)施方面短板(ban),不(bu)斷(duan)提升利用處(chu)置水平。

  堅持多元共(gong)治,著力防(fang)控(kong)風險。強化政府引導與(yu)支持,壓實企業(ye)主體責任,充分發揮(hui)社會組(zu)織和公眾監(jian)督作用,實行聯防(fang)聯控(kong)聯治,嚴守危險廢(fei)物環(huan)境與(yu)安全風險底線。

  (三)工作目標。到(dao)(dao)2022年底(di),危險(xian)廢(fei)物(wu)(wu)監管(guan)體制(zhi)機制(zhi)進一(yi)步完善,建立安全(quan)監管(guan)與(yu)環境監管(guan)聯(lian)動機制(zhi);危險(xian)廢(fei)物(wu)(wu)非(fei)法(fa)轉移(yi)傾(qing)倒(dao)行為得(de)到(dao)(dao)有效遏制(zhi)。基本補齊醫療廢(fei)物(wu)(wu)、危險(xian)廢(fei)物(wu)(wu)收集處(chu)理(li)設(she)施方面短板,引導(dao)危險(xian)廢(fei)物(wu)(wu)環境治理(li)產業積(ji)極有序發展;縣級以上城市建成(cheng)區醫療廢(fei)物(wu)(wu)無害化處(chu)置(zhi)率(lv)達到(dao)(dao)100%,全(quan)市危險(xian)廢(fei)物(wu)(wu)處(chu)置(zhi)能(neng)力基本滿足市域內實際處(chu)置(zhi)需求。

  到2025年底,建立健全源頭嚴防(fang)、過程嚴管、后果嚴懲的危(wei)險(xian)廢物監管體系。危(wei)險(xian)廢物利用處置能力充分保障,技術和運(yun)營水平(ping)進一步提升。

  二、完善危險(xian)廢物監(jian)管(guan)體(ti)制(zhi)機制(zhi)

  (四)依法依規履行危(wei)(wei)險廢(fei)物(wu)(wu)(wu)監管(guan)職(zhi)責(ze)。各(ge)縣(市(shi)(shi)(shi)(shi)(shi)(shi)、區(qu)(qu))對轄區(qu)(qu)危(wei)(wei)險廢(fei)物(wu)(wu)(wu)治理工(gong)(gong)作負總責(ze),將危(wei)(wei)險廢(fei)物(wu)(wu)(wu)污染(ran)環(huan)(huan)境防治工(gong)(gong)作納入本地國民經濟(ji)和(he)社會(hui)發(fa)(fa)展(zhan)規劃、生態環(huan)(huan)境保護(hu)規劃,統籌推進,協(xie)同發(fa)(fa)展(zhan)。各(ge)級發(fa)(fa)展(zhan)改革(ge)(ge)、工(gong)(gong)業(ye)和(he)信息化、生態環(huan)(huan)境、自(zi)然(ran)資源、住房(fang)城鄉(xiang)建(jian)設、城市(shi)(shi)(shi)(shi)(shi)(shi)管(guan)理、交通(tong)運輸(shu)、應急管(guan)理、農(nong)業(ye)農(nong)村、衛生健康(kang)、公(gong)安(an)(an)、海(hai)(hai)關(guan)等(deng)有關(guan)部門要認真執行國家、省危(wei)(wei)險廢(fei)物(wu)(wu)(wu)治理方(fang)針政(zheng)策和(he)要求,嚴(yan)格落(luo)實在危(wei)(wei)險廢(fei)物(wu)(wu)(wu)利用處置、污染(ran)環(huan)(huan)境防治、安(an)(an)全生產(chan)、運輸(shu)安(an)(an)全以及衛生防疫等(deng)方(fang)面(mian)的監管(guan)職(zhi)責(ze),細化實化工(gong)(gong)作舉措,切實履職(zhi)盡責(ze)。(市(shi)(shi)(shi)(shi)(shi)(shi)生態環(huan)(huan)境局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)發(fa)(fa)展(zhan)改革(ge)(ge)委、市(shi)(shi)(shi)(shi)(shi)(shi)工(gong)(gong)業(ye)和(he)信息化局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)自(zi)然(ran)資源和(he)規劃局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)住房(fang)和(he)城鄉(xiang)建(jian)設局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)城市(shi)(shi)(shi)(shi)(shi)(shi)管(guan)理綜(zong)合行政(zheng)執法局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)交通(tong)運輸(shu)局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)應急管(guan)理局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)農(nong)業(ye)農(nong)村局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)衛生健康(kang)委、市(shi)(shi)(shi)(shi)(shi)(shi)公(gong)安(an)(an)局(ju)(ju)、滄(cang)州海(hai)(hai)關(guan)等(deng)部門及各(ge)級政(zheng)府負責(ze)落(luo)實。以下均需(xu)各(ge)縣(市(shi)(shi)(shi)(shi)(shi)(shi)、區(qu)(qu))人民政(zheng)府和(he)渤海(hai)(hai)新(xin)區(qu)(qu)、開發(fa)(fa)區(qu)(qu)、高(gao)新(xin)區(qu)(qu)管(guan)委會(hui)負責(ze)落(luo)實,不再列(lie)出(chu))

  (五)加強部(bu)門(men)(men)間協(xie)調配合。進一(yi)步加強部(bu)門(men)(men)間溝通(tong)(tong)協(xie)作(zuo),形成分(fen)工協(xie)作(zuo)、齊抓共(gong)管(guan)(guan)(guan)工作(zuo)合力(li),逐步建(jian)立覆(fu)蓋危險廢物產生(sheng)、收集、貯存、運輸、利(li)用、處置等(deng)全過(guo)程、全鏈條式監管(guan)(guan)(guan)體(ti)系。完善聯席會議(yi)制度,按(an)照“誰(shui)議(yi)事、誰(shui)召集”原則,及(ji)時(shi)(shi)通(tong)(tong)報、研究解(jie)決危險廢物污染環境防(fang)治工作(zuo)中重(zhong)大(da)(da)問題(ti)、重(zhong)大(da)(da)事項(xiang)(xiang)(xiang)、重(zhong)點工作(zuo)。落實首(shou)辦(ban)(ban)移交,各(ge)(ge)部(bu)門(men)(men)發(fa)現職(zhi)(zhi)責(ze)范圍(wei)內(nei)監管(guan)(guan)(guan)事項(xiang)(xiang)(xiang)要(yao)及(ji)時(shi)(shi)辦(ban)(ban)理(li),涉及(ji)其他(ta)部(bu)門(men)(men)的事項(xiang)(xiang)(xiang)及(ji)時(shi)(shi)通(tong)(tong)告(gao);發(fa)現緊急情況,要(yao)迅速(su)通(tong)(tong)告(gao)相關部(bu)門(men)(men),及(ji)時(shi)(shi)依法(fa)予以處理(li)。促進信息(xi)共(gong)享,各(ge)(ge)職(zhi)(zhi)能部(bu)門(men)(men)要(yao)將(jiang)(jiang)職(zhi)(zhi)責(ze)范圍(wei)內(nei)的涉危險廢物有(you)關信息(xi)及(ji)時(shi)(shi)通(tong)(tong)報其他(ta)相關單位;行政審批機關要(yao)將(jiang)(jiang)審批、許可(ke)事項(xiang)(xiang)(xiang)結果通(tong)(tong)知具有(you)法(fa)定監管(guan)(guan)(guan)職(zhi)(zhi)責(ze)部(bu)門(men)(men)。(市(shi)(shi)生(sheng)態環境局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)發(fa)展改革委、市(shi)(shi)工業和信息(xi)化局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)自然(ran)資源和規劃局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)住房和城(cheng)鄉建(jian)設(she)局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)城(cheng)市(shi)(shi)管(guan)(guan)(guan)理(li)綜合行政執法(fa)局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)交通(tong)(tong)運輸局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)商務(wu)局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)衛生(sheng)健康委、市(shi)(shi)農(nong)(nong)業農(nong)(nong)村(cun)局(ju)(ju)(ju)(ju)(ju)、滄州海關、市(shi)(shi)應急管(guan)(guan)(guan)理(li)局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)公安局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)郵政管(guan)(guan)(guan)理(li)局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)市(shi)(shi)場監督管(guan)(guan)(guan)理(li)局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)科技(ji)局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)行政審批局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)法(fa)院、市(shi)(shi)檢察院等(deng)按(an)職(zhi)(zhi)責(ze)分(fen)工負(fu)責(ze))

  (六)全(quan)面落實“一長三員(yuan)”網(wang)格(ge)化監(jian)(jian)管(guan)機(ji)制。以縣(xian)(市(shi)、區)為(wei)單(dan)位(wei)(wei),將域內涉危險(xian)廢物企業全(quan)部登記造冊并(bing)動態更(geng)新。落實“網(wang)格(ge)化”監(jian)(jian)管(guan)要(yao)求(qiu),建立健全(quan)鄉鎮(zhen)政府(街道)、監(jian)(jian)管(guan)部門和企業組成的“四位(wei)(wei)一體”監(jian)(jian)管(guan)機(ji)制,并(bing)動態更(geng)新,確保監(jian)(jian)管(guan)不(bu)斷檔,強化監(jian)(jian)管(guan)責任落實,嚴防非法轉(zhuan)移處置危險(xian)廢物。(市(shi)生態環境局(ju)負責)

  (七)嚴格開展危險(xian)(xian)廢(fei)物規(gui)(gui)(gui)范化(hua)管(guan)理(li)。加大涉危險(xian)(xian)廢(fei)物企(qi)(qi)(qi)業(ye)(ye)規(gui)(gui)(gui)范化(hua)管(guan)理(li)監(jian)督檢(jian)查力度,各縣(市、區)生態(tai)環(huan)(huan)境部門按(an)照規(gui)(gui)(gui)范化(hua)管(guan)理(li)要(yao)(yao)求(qiu),每季度分批對域(yu)內涉危險(xian)(xian)廢(fei)物企(qi)(qi)(qi)業(ye)(ye)進(jin)行(xing)規(gui)(gui)(gui)范化(hua)監(jian)督檢(jian)查,督導(dao)企(qi)(qi)(qi)業(ye)(ye)落實危險(xian)(xian)廢(fei)物規(gui)(gui)(gui)范化(hua)管(guan)理(li)各項要(yao)(yao)求(qiu),不斷提升企(qi)(qi)(qi)業(ye)(ye)規(gui)(gui)(gui)范化(hua)管(guan)理(li)水平。市生態(tai)環(huan)(huan)境局按(an)照危險(xian)(xian)廢(fei)物規(gui)(gui)(gui)范化(hua)環(huan)(huan)境管(guan)理(li)評估要(yao)(yao)求(qiu)進(jin)行(xing)抽查。(市生態(tai)環(huan)(huan)境局負責)

  (八)落(luo)實(shi)危險(xian)廢(fei)(fei)(fei)物環(huan)(huan)境(jing)(jing)風險(xian)區(qu)域(yu)(yu)聯(lian)防聯(lian)控機制。按照省級聯(lian)防聯(lian)控合(he)(he)作機制要求,落(luo)實(shi)危險(xian)廢(fei)(fei)(fei)物信息共享與協(xie)調合(he)(he)作要求,以廢(fei)(fei)(fei)鉛(qian)蓄電池、廢(fei)(fei)(fei)礦物油、廢(fei)(fei)(fei)酸(suan)、廢(fei)(fei)(fei)堿為重點,依法(fa)嚴(yan)厲打擊危險(xian)廢(fei)(fei)(fei)物跨(kua)(kua)區(qu)域(yu)(yu)非法(fa)收集、轉移、運輸、傾倒、利用和處置等違(wei)法(fa)行為;對跨(kua)(kua)省及(ji)省內(nei)跨(kua)(kua)區(qu)域(yu)(yu)涉(she)危險(xian)廢(fei)(fei)(fei)物重大案件和突發環(huan)(huan)境(jing)(jing)事件,做好配合(he)(he)協(xie)同調查處理。強化行政區(qu)域(yu)(yu)交界處、鄉(xiang)村(cun)及(ji)重點區(qu)域(yu)(yu)場所的聯(lian)合(he)(he)執法(fa),重點打擊跨(kua)(kua)區(qu)域(yu)(yu)涉(she)危險(xian)廢(fei)(fei)(fei)物環(huan)(huan)境(jing)(jing)污(wu)染問題和環(huan)(huan)境(jing)(jing)違(wei)法(fa)案件。(市(shi)生(sheng)態環(huan)(huan)境(jing)(jing)局(ju)牽頭,市(shi)公安局(ju)、市(shi)交通運輸局(ju)等參與)

  (九)落(luo)實企業主(zhu)體(ti)責(ze)(ze)任(ren)。危(wei)險(xian)(xian)廢(fei)物產生、收集、貯存(cun)、運(yun)輸、利用、處(chu)置企業(以(yi)下統稱(cheng)危(wei)險(xian)(xian)廢(fei)物相關企業)的主(zhu)要負(fu)責(ze)(ze)人(ren)(法定代表(biao)人(ren)、實際控制人(ren))是危(wei)險(xian)(xian)廢(fei)物污(wu)染(ran)環(huan)(huan)境防治和安(an)全生產第一責(ze)(ze)任(ren)人(ren),建(jian)立企業主(zhu)體(ti)責(ze)(ze)任(ren)承諾制,壓實企業污(wu)染(ran)環(huan)(huan)境防治和安(an)全生產主(zhu)體(ti)責(ze)(ze)任(ren),嚴格(ge)落(luo)實危(wei)險(xian)(xian)廢(fei)物污(wu)染(ran)環(huan)(huan)境防治和安(an)全生產法律(lv)法規制度,依法依規投保環(huan)(huan)境污(wu)染(ran)責(ze)(ze)任(ren)保險(xian)(xian)。(市(shi)生態環(huan)(huan)境局、市(shi)公安(an)局、市(shi)交(jiao)通運(yun)輸局、市(shi)應急(ji)管理局、市(shi)銀保監分局等按職(zhi)責(ze)(ze)分工(gong)負(fu)責(ze)(ze))

  (十)推進危(wei)險(xian)廢物信(xin)息公開。危(wei)險(xian)廢物產生(sheng)(sheng)和經(jing)營企業要健全危(wei)險(xian)廢物管(guan)理臺賬,及時在(zai)河(he)北(bei)省固體廢物動態(tai)信(xin)息平臺申報危(wei)險(xian)廢物管(guan)理計劃和產生(sheng)(sheng)、收集(ji)、貯存、利(li)用(yong)、處(chu)(chu)(chu)置(zhi)(zhi)信(xin)息,依法公開危(wei)險(xian)廢物污染環境(jing)防治信(xin)息。危(wei)險(xian)廢物利(li)用(yong)處(chu)(chu)(chu)置(zhi)(zhi)經(jing)營單位,要依法向(xiang)公眾開放設(she)施、場所(suo),提高公眾環境(jing)保護意識(shi)和參與程(cheng)度(du)。市生(sheng)(sheng)態(tai)環境(jing)部門定期向(xiang)社會發布轄區危(wei)險(xian)廢物的種類、產生(sheng)(sheng)量、處(chu)(chu)(chu)置(zhi)(zhi)能(neng)力、利(li)用(yong)處(chu)(chu)(chu)置(zhi)(zhi)狀況等(deng)信(xin)息。(市生(sheng)(sheng)態(tai)環境(jing)局負責)

  四、強化危(wei)險(xian)廢物收集(ji)轉運貯存等過程(cheng)監管

  (十八)建立有(you)害垃(la)圾(ji)(ji)收(shou)集(ji)轉運體系。深入推(tui)進(jin)生活垃(la)圾(ji)(ji)分類,建立有(you)害垃(la)圾(ji)(ji)收(shou)集(ji)轉運體系,按(an)照危險廢(fei)物貯存標準,統籌規劃建設有(you)害垃(la)圾(ji)(ji)貯存點。(市(shi)城(cheng)市(shi)管理綜合行政執法(fa)局(ju)牽頭,相關部門參與(yu))

  (二十)規(gui)范(fan)危(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)貯存(cun)(cun)場所(suo)(設(she)(she)(she)施(shi)(shi))。新建項目(mu),產(chan)廢(fei)(fei)單(dan)(dan)位應結合(he)危(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)產(chan)生量、貯存(cun)(cun)期(qi)限等(deng)(deng),配(pei)套建設(she)(she)(she)符(fu)合(he)標準(zhun)的貯存(cun)(cun)場所(suo)(設(she)(she)(she)施(shi)(shi));危(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)經營(ying)單(dan)(dan)位應結合(he)危(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)貯存(cun)(cun)周期(qi)、檢(jian)維修時限等(deng)(deng),配(pei)套建設(she)(she)(she)至少(shao)滿足(zu)15天(tian)經營(ying)規(gui)模的貯存(cun)(cun)場所(suo)(設(she)(she)(she)施(shi)(shi))。對已建項目(mu),各(ge)縣(xian)(市、區(qu))按照《危(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)貯存(cun)(cun)污染控制標準(zhun)》,督(du)促企業結合(he)危(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)產(chan)生量、貯存(cun)(cun)周期(qi)、處(chu)理處(chu)置等(deng)(deng)情況,開展危(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)貯存(cun)(cun)場所(suo)(設(she)(she)(she)施(shi)(shi))自(zi)(zi)查自(zi)(zi)糾,自(zi)(zi)查自(zi)(zi)糾不(bu)能滿足(zu)貯存(cun)(cun)需求的應加快整改到(dao)位。企業要嚴格(ge)實(shi)施(shi)(shi)危(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)分類(lei)分區(qu)貯存(cun)(cun),嚴禁(jin)將危(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)混(hun)入非(fei)危(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)以(yi)及不(bu)兼容危(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)混(hun)存(cun)(cun)混(hun)放。(市生態環境局(ju)負責)

  (二(er)十一)加強轉移(yi)(yi)聯(lian)單管理(li)。嚴格危險(xian)廢物產(chan)生、運(yun)輸、利(li)用處(chu)(chu)置轉移(yi)(yi)聯(lian)單管理(li),督導企業如實填寫(xie)危險(xian)廢物轉移(yi)(yi)電子(zi)聯(lian)單相關信息(xi)。危險(xian)廢物利(li)用處(chu)(chu)置單位驗收時,發現危險(xian)廢物的(de)名稱、數量、特性、形(xing)態、包裝方(fang)式等(deng)與(yu)聯(lian)單填寫(xie)內容不符的(de),及(ji)時向接受地生態環境(jing)部門報告,并通知產(chan)廢單位。(市生態環境(jing)局負責)

  七、促進危險廢物利用處置產業高質量發展

  (二十九)推動危(wei)(wei)險(xian)(xian)廢(fei)物(wu)(wu)利(li)用處置(zhi)(zhi)企(qi)業(ye)(ye)規(gui)(gui)模化。按(an)照“十四五”危(wei)(wei)險(xian)(xian)廢(fei)物(wu)(wu)利(li)用處置(zhi)(zhi)能(neng)力(li)規(gui)(gui)劃布局,生態環(huan)境等部門定期(qi)發布危(wei)(wei)險(xian)(xian)廢(fei)物(wu)(wu)相關(guan)信息,引導資(zi)金、技術、土(tu)地、人才(cai)等市(shi)場(chang)要素合(he)理流動配置(zhi)(zhi),促進危(wei)(wei)險(xian)(xian)廢(fei)物(wu)(wu)利(li)用處置(zhi)(zhi)產(chan)(chan)(chan)業(ye)(ye)發展(zhan),并防止(zhi)過剩利(li)用處置(zhi)(zhi)能(neng)力(li)重(zhong)復建設。新建危(wei)(wei)險(xian)(xian)廢(fei)物(wu)(wu)集中焚燒處置(zhi)(zhi)設施處置(zhi)(zhi)能(neng)力(li)原則上應大于3萬噸/年。支(zhi)持生產(chan)(chan)(chan)者責(ze)任延伸,引導生產(chan)(chan)(chan)企(qi)業(ye)(ye)利(li)用銷售網絡(luo)和渠(qu)道(dao)回收其產(chan)(chan)(chan)品使用產(chan)(chan)(chan)生的危(wei)(wei)險(xian)(xian)廢(fei)物(wu)(wu),實現(xian)危(wei)(wei)險(xian)(xian)廢(fei)物(wu)(wu)再生利(li)用。落實“放管服”改(gai)革要求,鼓勵采取多元投資(zi)和市(shi)場(chang)化方(fang)式建設規(gui)(gui)模化危(wei)(wei)險(xian)(xian)廢(fei)物(wu)(wu)利(li)用設施;支(zhi)持企(qi)業(ye)(ye)開(kai)展(zhan)兼并重(zhong)組,整合(he)現(xian)有(you)資(zi)源,做大做強(qiang)危(wei)(wei)險(xian)(xian)廢(fei)物(wu)(wu)利(li)用處置(zhi)(zhi)企(qi)業(ye)(ye)。(市(shi)發展(zhan)改(gai)革委、市(shi)行政審批局、市(shi)生態環(huan)境局等按(an)職責(ze)分工負責(ze))

  (三十(shi))促(cu)進危(wei)險廢物(wu)(wu)利(li)用(yong)處(chu)(chu)置(zhi)(zhi)企(qi)業(ye)運營(ying)專業(ye)化(hua)(hua)。引(yin)導(dao)企(qi)業(ye)積(ji)極引(yin)進國(guo)內外先進工藝技術、管理經驗,提升專業(ye)化(hua)(hua)運營(ying)能(neng)力,打造高(gao)水平危(wei)險廢物(wu)(wu)利(li)用(yong)處(chu)(chu)置(zhi)(zhi)企(qi)業(ye)。細(xi)化(hua)(hua)行(xing)業(ye)內部分(fen)工,按照綜合(he)利(li)用(yong)、焚(fen)燒(shao)處(chu)(chu)置(zhi)(zhi)、協同處(chu)(chu)置(zhi)(zhi)、填埋處(chu)(chu)置(zhi)(zhi)梯次推進原則(ze),督(du)導(dao)企(qi)業(ye)按照核定類別接收利(li)用(yong)處(chu)(chu)置(zhi)(zhi)危(wei)險廢物(wu)(wu),嚴(yan)格(ge)控制可焚(fen)燒(shao)減量的危(wei)險廢物(wu)(wu)直接填埋。服務區(qu)(qu)域產業(ye)布局,支(zhi)持石油(you)開采、鋁材(cai)加工等產業(ye)集(ji)中區(qu)(qu)域,建(jian)設(she)危(wei)險廢物(wu)(wu)利(li)用(yong)處(chu)(chu)置(zhi)(zhi)設(she)施(shi),促(cu)進區(qu)(qu)域產業(ye)發展(zhan)(zhan)。(市(shi)發展(zhan)(zhan)改(gai)革委、市(shi)工業(ye)和(he)(he)信息化(hua)(hua)局、市(shi)生態環境局、市(shi)住(zhu)房(fang)和(he)(he)城(cheng)鄉建(jian)設(she)局等按職責(ze)分(fen)工負責(ze))

  (三(san)十一)規(gui)范危險(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)利(li)(li)(li)(li)用(yong)(yong)(yong)(yong)。加(jia)強危險(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)綜(zong)合(he)(he)利(li)(li)(li)(li)用(yong)(yong)(yong)(yong)產品環境(jing)(jing)管(guan)理(li)(li),綜(zong)合(he)(he)利(li)(li)(li)(li)用(yong)(yong)(yong)(yong)固(gu)體(ti)(ti)廢(fei)(fei)物(wu)(wu)(wu)應當遵守生(sheng)態環境(jing)(jing)法律法規(gui),符(fu)合(he)(he)固(gu)體(ti)(ti)廢(fei)(fei)物(wu)(wu)(wu)污染環境(jing)(jing)防治(zhi)技術標準(zhun)(zhun),使用(yong)(yong)(yong)(yong)固(gu)體(ti)(ti)廢(fei)(fei)物(wu)(wu)(wu)綜(zong)合(he)(he)利(li)(li)(li)(li)用(yong)(yong)(yong)(yong)產物(wu)(wu)(wu)應當符(fu)合(he)(he)國(guo)家規(gui)定的用(yong)(yong)(yong)(yong)途(tu)、標準(zhun)(zhun)。支持企(qi)業參(can)與國(guo)家固(gu)體(ti)(ti)廢(fei)(fei)物(wu)(wu)(wu)綜(zong)合(he)(he)利(li)(li)(li)(li)用(yong)(yong)(yong)(yong)標準(zhun)(zhun)體(ti)(ti)系建設,鼓勵有關(guan)單位申(shen)報固(gu)體(ti)(ti)廢(fei)(fei)物(wu)(wu)(wu)綜(zong)合(he)(he)利(li)(li)(li)(li)用(yong)(yong)(yong)(yong)產物(wu)(wu)(wu)相關(guan)地(di)方(fang)標準(zhun)(zhun)制修訂(ding)項目。(市(shi)市(shi)場監督管(guan)理(li)(li)局(ju)、市(shi)生(sheng)態環境(jing)(jing)局(ju)、市(shi)發展改革委、市(shi)工業和信息化局(ju)、市(shi)農業農村局(ju)等按職責(ze)分工負(fu)責(ze))落實河北省關(guan)于工業企(qi)業利(li)(li)(li)(li)用(yong)(yong)(yong)(yong)危險(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)替代生(sheng)產原料“點對點”定向利(li)(li)(li)(li)用(yong)(yong)(yong)(yong)許可(ke)證豁(huo)免管(guan)理(li)(li)的相關(guan)要求,強化風(feng)險(xian)(xian)管(guan)控(kong)。(市(shi)生(sheng)態環境(jing)(jing)局(ju)負(fu)責(ze))

  (三十二)健(jian)全(quan)財政金(jin)融政策。依(yi)法依(yi)規落實危(wei)(wei)險廢(fei)(fei)物(wu)(wu)和醫療廢(fei)(fei)物(wu)(wu)處(chu)置收(shou)費(fei)(fei)制度(du),執行處(chu)置收(shou)費(fei)(fei)標準并及時(shi)調(diao)整;在確保危(wei)(wei)險廢(fei)(fei)物(wu)(wu)全(quan)流程監控、違(wei)法違(wei)規行為可追溯的前提下,處(chu)置收(shou)費(fei)(fei)標準可由雙(shuang)方協商(shang)確定。根據國家危(wei)(wei)險廢(fei)(fei)物(wu)(wu)集中處(chu)置設施、場所退役(yi)費(fei)(fei)用預提和管理相關辦法,將(jiang)預提費(fei)(fei)用列(lie)入投資概算或者經營成(cheng)本。鼓勵(li)金(jin)融機構加大(da)對危(wei)(wei)險廢(fei)(fei)物(wu)(wu)污染環境防治項目(mu)的信(xin)貸投放(fang)。(市發展改革委(wei)、市財政局(ju)(ju)、市生態環境局(ju)(ju)、市衛生健(jian)康(kang)委(wei)等按(an)職責(ze)分工負責(ze))

  (三(san)十三(san))落實稅(shui)(shui)(shui)收(shou)政策。依據固體(ti)廢物資(zi)源綜合利(li)用企業名單,精準落實環(huan)(huan)保(bao)稅(shui)(shui)(shui)免(mian)征(zheng)政策;對未(wei)合規(gui)(gui)貯存(cun)、處置的(de)危(wei)(wei)險(xian)廢物,按(an)規(gui)(gui)定征(zheng)收(shou)環(huan)(huan)境保(bao)護稅(shui)(shui)(shui)。積(ji)極(ji)推行網上辦稅(shui)(shui)(shui),對環(huan)(huan)保(bao)稅(shui)(shui)(shui)優(you)惠(hui)事(shi)項(xiang)取消備案資(zi)料報送,實行留存(cun)備查(cha)。強化稅(shui)(shui)(shui)收(shou)征(zheng)管(guan)協同(tong)共(gong)治(zhi),建立健全(quan)部門長效協作機制,完善涉稅(shui)(shui)(shui)信(xin)息(xi)共(gong)享平臺,促(cu)進危(wei)(wei)險(xian)廢物貯存(cun)、處置、資(zi)源綜合利(li)用、違(wei)法處罰等(deng)各類涉稅(shui)(shui)(shui)數據信(xin)息(xi)共(gong)享,提升稅(shui)(shui)(shui)源管(guan)理水(shui)平。(市稅(shui)(shui)(shui)務局(ju)、市生態環(huan)(huan)境局(ju)、市工(gong)業和(he)信(xin)息(xi)化局(ju)按(an)職(zhi)責分工(gong)負責)

  (三(san)十(shi)四)保(bao)障(zhang)土地(di)供(gong)給(gei)。銜接國(guo)家和(he)省統籌(chou)規劃(hua)的危(wei)(wei)險廢物(wu)集中利用處置(zhi)基地(di)建設(she)布局,指導(dao)(dao)各縣(市、區)科學(xue)編制(zhi)國(guo)土空間規劃(hua),將相關項目用地(di)統籌(chou)納(na)入(ru)規劃(hua)。加(jia)強要素保(bao)障(zhang),堅持土地(di)要素跟著項目走,指導(dao)(dao)各縣(市、區)做(zuo)好危(wei)(wei)險廢物(wu)處置(zhi)項目建設(she)用地(di)保(bao)障(zhang)工作。(市自然資(zi)源和(he)規劃(hua)局負責)

  (三(san)十五)加快先進(jin)適(shi)用(yong)技(ji)術(shu)(shu)成(cheng)果推(tui)廣(guang)應(ying)用(yong)。重點(dian)研究和(he)示范推(tui)廣(guang)廢(fei)酸、廢(fei)鹽(yan)、生活垃圾焚燒飛灰等(deng)(deng)危險廢(fei)物利用(yong)處(chu)置(zhi)(zhi)和(he)污染環境防治(zhi)適(shi)用(yong)技(ji)術(shu)(shu)。結合轄區(qu)產廢(fei)實(shi)際,推(tui)動危險廢(fei)物利用(yong)處(chu)置(zhi)(zhi)技(ji)術(shu)(shu)成(cheng)果推(tui)廣(guang)應(ying)用(yong)。鼓勵推(tui)廣(guang)應(ying)用(yong)醫療廢(fei)物集中處(chu)置(zhi)(zhi)新技(ji)術(shu)(shu)、新設(she)備。(市科技(ji)局、市工業和(he)信息(xi)化局、市生態環境局、市住房和(he)城鄉建設(she)局、市城市管理綜(zong)合行(xing)政執法局、市衛(wei)生健(jian)康委(wei)等(deng)(deng)按職責分工負(fu)責)

  九、強(qiang)化危險廢(fei)物環境(jing)風險防控(kong)能力

  (三十九)持續深(shen)入開展排(pai)(pai)查(cha)整治(zhi)。將危險廢物排(pai)(pai)查(cha)整治(zhi)納(na)入常(chang)態(tai)(tai)化監管(guan)執(zhi)法(fa)(fa)中(zhong),以(yi)環(huan)評(ping)批復、排(pai)(pai)污許可、規范化管(guan)理等(deng)為(wei)基本(ben)依據(ju),綜合(he)企(qi)業生(sheng)產規模、工藝路線、原輔材料、用電量(liang)、管(guan)理計劃等(deng)因素,客觀分析研判企(qi)業危險廢物產生(sheng)、轉移、利用、處(chu)置情況,增強重大(da)問題發現(xian)能力,切實(shi)把風險隱患消除在萌芽(ya)狀態(tai)(tai),有效(xiao)遏制企(qi)業非法(fa)(fa)傾倒(dao)處(chu)置等(deng)違法(fa)(fa)行為(wei)。把群眾舉報線索(suo)作為(wei)排(pai)(pai)查(cha)整治(zhi)工作重點,專班專案盯(ding)辦(ban)核查(cha),采取明察暗訪、持續跟蹤(zong)等(deng)措施,核清事實(shi),查(cha)實(shi)疑點,堅決堵塞監管(guan)漏洞。強化掛賬督(du)辦(ban)機(ji)制,定期跟蹤(zong)調度(du),及時掌(zhang)握(wo)企(qi)業風險隱患整改進(jin)度(du),整改一(yi)項,銷號一(yi)項,做到善(shan)(shan)始(shi)善(shan)(shan)終、善(shan)(shan)作善(shan)(shan)成。(市生(sheng)態(tai)(tai)環(huan)境局負(fu)責)

  (四十)嚴格危(wei)險(xian)(xian)廢(fei)(fei)物(wu)超(chao)(chao)(chao)期超(chao)(chao)(chao)量(liang)貯(zhu)存(cun)管理。危(wei)險(xian)(xian)廢(fei)(fei)物(wu)經營單位(wei)危(wei)廢(fei)(fei)貯(zhu)存(cun)期限(xian)超(chao)(chao)(chao)過1年,或危(wei)廢(fei)(fei)貯(zhu)存(cun)量(liang)超(chao)(chao)(chao)過企(qi)業(ye)(ye)經營規模(mo)20%,無(wu)特(te)殊(shu)原(yuan)因的(de)(de),督(du)導企(qi)業(ye)(ye)限(xian)期處(chu)置(zhi);逾(yu)期未處(chu)置(zhi)完畢(bi)的(de)(de),暫(zan)停企(qi)業(ye)(ye)接(jie)收危(wei)險(xian)(xian)廢(fei)(fei)物(wu)。危(wei)險(xian)(xian)廢(fei)(fei)物(wu)產生企(qi)業(ye)(ye)危(wei)廢(fei)(fei)貯(zhu)存(cun)時間(jian)超(chao)(chao)(chao)過1年、貯(zhu)存(cun)量(liang)超(chao)(chao)(chao)過3噸以(yi)上(shang)的(de)(de),指導企(qi)業(ye)(ye)制定轉移(yi)處(chu)置(zhi)計劃(hua),明確(que)專人(ren)跟(gen)蹤盯辦,安全(quan)妥善處(chu)置(zhi)。(市生態環(huan)境局負責)

  十、保障措施

  (四十(shi)五(wu))壓實屬地和(he)部門責(ze)(ze)任。各縣(市、區(qu))要加(jia)強(qiang)對強(qiang)化危(wei)(wei)險(xian)廢(fei)(fei)(fei)物監管(guan)(guan)和(he)利用(yong)處置能力工作(zuo)的組(zu)織(zhi)領(ling)導(dao)。各縣(市、區(qu))要將危(wei)(wei)險(xian)廢(fei)(fei)(fei)物污(wu)(wu)染環(huan)(huan)境(jing)(jing)防治(zhi)情(qing)況納入(ru)環(huan)(huan)境(jing)(jing)狀(zhuang)況和(he)環(huan)(huan)境(jing)(jing)保護目標完(wan)成(cheng)情(qing)況年度報(bao)(bao)告,并向本級人民代(dai)表大(da)會或者(zhe)人民代(dai)表大(da)會常(chang)務(wu)委員會報(bao)(bao)告。各有(you)關部門按照職(zhi)責(ze)(ze)分工嚴(yan)(yan)格履行危(wei)(wei)險(xian)廢(fei)(fei)(fei)物監管(guan)(guan)責(ze)(ze)任,加(jia)強(qiang)工作(zuo)協同聯動。對不履行危(wei)(wei)險(xian)廢(fei)(fei)(fei)物監管(guan)(guan)責(ze)(ze)任或監管(guan)(guan)不到位的,依法嚴(yan)(yan)肅追究(jiu)責(ze)(ze)任。(各有(you)關部門按職(zhi)責(ze)(ze)分工負責(ze)(ze))建立危(wei)(wei)險(xian)廢(fei)(fei)(fei)物污(wu)(wu)染環(huan)(huan)境(jing)(jing)防治(zhi)目標責(ze)(ze)任制和(he)考(kao)核(he)評價制度,將危(wei)(wei)險(xian)廢(fei)(fei)(fei)物污(wu)(wu)染環(huan)(huan)境(jing)(jing)防治(zhi)目標完(wan)成(cheng)情(qing)況作(zuo)為考(kao)核(he)評價黨(dang)政領(ling)導(dao)班(ban)子和(he)有(you)關領(ling)導(dao)干部的重要參考(kao)。(市生態環(huan)(huan)境(jing)(jing)局牽頭,市委組(zu)織(zhi)部等參與)
